good find. thanks.
Intresting to see skilled, legal, employment-based immigrants comprise only 15-20% of the total. Actual number of immigrants is probably less than half of this, as this figure includes dependents.
Need urgent reform!

My RIR labor was filed and have a PD of Nov 2004. It was stuck in BEC and my company decided to file my PERM in 2006. Now my I-140 based on PERM application was just filed, when my RIR based labor was approved. My 6 yrs of H1 exp Feb next year. I can't file my RIR based I-140 as my PERM based I-140 is already filed. So I'm planning to premium process my perm based I-140. Also my comany will file I-140 based on my RIR application for better PD . My questions are:
1) If I get 3 year extension based on PERM based I-140, will there be some problem in future if I change my company and try to use my RIR based PD (after I140 approval)
2) or should I premium process my RIR bases I-140 also (after getting my current PERM I140 approved), so that I can file my H ext based on RIR applications to avoid any problems in future for PD retension

If We Can Work Together, Why Cant Congress? (http://rollcall.com/issues/53_13/guest/19547-1.html) By Bill Novelli, John Castellani and Andy Stern Roll Call, July 26 2007
Bill Novelli is CEO of AARP, John Castellani is president of the Business Roundtable and Andy Stern is president of the Service Employees International Union.
Partisan gridlock is crippling our nations ability to live up to its promise. To create truly effective solutions to Americas most pressing domestic problems, our leaders have to be willing to step across the aisle and work together toward a common goal.
Nowhere is this need more pressing than in the very foundation of the American dream health care and long-term financial security.
The time for rhetoric is over. Its time for leadership and action. That is why AARP, the Business Roundtable and the Service Employees International Union, organizations that often hold different views, are coming together with Divided We Fail a national effort to help fix this problem and ensure that all Americans have access to the affordable, quality health care they deserve.
The United States is reaching a tipping point. With millions of Americans concerned about their health and long-term financial security, they fear the future will not be as prosperous for their children and grandchildren. If that happens, it will be the first time in American history. That is unacceptable.
Sharply increasing health care costs continue to burden workers and businesses alike while sapping our nations competitive strength. In fact, more than half of the CEOs of Americas largest employers cite rising health care costs as the most significant pressure facing their companies. At the same time, workers are facing double jeopardy: a broken health care system and a deep uncertainty about how to pay for it. And as the presidential campaigns, primaries and elections continue to dominate the news, we can expect a great deal of finger-pointing for this quagmire.
As leaders of three prominent business, labor and consumer organizations, we took our shared message to Capitol Hill this week and challenged our elected leaders to put aside partisan differences and join us by pledging to create meaningful solutions to the health care challenges that burden our nation. We believe that only by working together corporations, government, individuals and families can we address Americas health care crisis. If our three organizations can put aside our ideological differences to create real solutions, then Congress can, too.
Our challenge stands for all who are willing to rise to it. As we enter the presidential election season, we call on our nations leaders to offer real solutions to the critical issues facing our nation. We need leaders who are willing to take a serious look at these issues, those who understand that the complexities are too important to be glossed over by platitudes and sound bites and who are ready to get the job done if elected.
The time for action is now. The problems are complex, and the answers will require hard choices. We must start by coming together. From there, we can work to craft fair and bipartisan solutions. Our organizations, and the Americans we represent, are leading the charge for positive change. We truly hope that Congress will follow our lead. Divided we fail, but together we can do anything.

Have you ever been refused access to the room where your client was being interviewed by USCIS? Have you ever been told that you are not allowed to speak while ICE questioned your client? Has CBP ever refused to allow your client to call you during a complicated secondary inspection?
AILA and the American Immigration Council's Legal Action Center are undertaking a nationwide outreach effort to gather information about procedures and trends encountered by attorneys when providing representation to clients during various types of interviews with DHS agencies. The scope of this survey does not include right to counsel issues in the EOIR context. Please take a moment to complete this survey, which is designed to provide AILA and the American Immigration Council with an overview of your experiences.

October is usually a month where we see improvements as new visa numbers become available for a new fiscal year. Most categories showed forward movement though few jumps of more than a few months. The exception is the Mexico Family 1st category which jumps a year and a half. EB-3 is available again, but not set at a date particularly close. Most people will not be happy with the dates. Here are the numbers showing comparison to the September Visa Bulletin: Family 1st - Advancement of worldwide, China and India numbers by nine weeks to 22 JUL 2003. Mexico jumps...

Today's news that Indiana Democratic Senator Evan Bayh will be retiring is probably bad news for much of the Democrat's legislative agenda. But when it comes to immigration, this is probably a good news day. Bayh's last vote on comprehensive immigration reform was a bad one. He voted with anti-immigration Senators to filibuster the 2007 version of comprehensive immigration reform and there is little reason to believe his vote in 2010 would be different. On the other hand, Senator Lugar, his Republican counterpart from Indiana, is a much more likely vote in favor reform. Bayh may feel freer to vote...

My situation is tricky here. I would really appreciate any inputs.
My six years validity for H-1 B will be complete in Mid Dec 2007. I filed my Labor on March 5th in Atlanta. As you know the ATLANTA center is really really slow and I am still waiting on my Labor approval decision. I thought of applying 140 through Premium Processing. Now USCIS suspended premium processing for 140s. My question is:
Whay will be my situation if my Labor gets approved and 140 is pending as of dec 2007 as the LC is filed with less than 365 days remaining on H1 validity? Will I be out of status or can I apply for 7th year extension.
Please guide me through the process and any scenarios. Thank you in advance.

The Senate voted 59-40 this morning to table Senator Durbin's latest version of the DREAM Act and will instead take up the House version passed last night probably early next week. That's important for a couple of reasons (and probably good news overall). First, the bill will not need to be sent back to the House to reconcile differences between the two bills. Second, the tax bill that has given some on the fence Republicans the excuse to filibuster the DREAM Act may be dealt with by then. Finally, there is some additional time to round up a couple of...

Here's the link. Bad news in the family categories as much of the advancement of the last two years has been reversed with major retrogressions. The only good news was a ten month jump for Mexico EB-3 cases. Family 1st- 13 month retrogression for most countries to January 2005; six month advance for Dominican Republic to January 2005; one week advance for Mexico. Family 2A - world numbers retrogress 20 months to January 2008; Mexico retrogresses five years to April 2005. Family 2B - world numbers retrogress more than two years to April 2003; Dominican Republic advances two months to...

I have this thought. We start a letter campaign sending letters to all the house members: 1) To get them aware of Legal immigration and 2) To put our case fwd.
I feel it will be very effective as the flower campaign. Atleast most of us can participate in it, less expensive, less time consuming. And we can see why we wouldn't they respond to the bulk of mail they are getting every day.
I know we did letters through email etc. But i think sending through post will be different and they will be obligated to respond.
I do not know whether this is a good idea. so please dont rush at me.:)
